Norman Wagner was born in St. Louis and graduated from Normandy High School. As a student-athlete,  he lettered at the University of Missouri in basketball and baseball from 1931 to 1933. He led the basketball team in scoring in 1933 when he won all-Big Six Conference honors. His biggest accomplishments, though, were achieved on the baseball diamond. During his career, Wagner won 27 games – a record that stood at the University of Missouri until 1980. He was a member of the University of Missouri Tiger teams that tied for the Big Six championship in 1931 and won it outright in 1932.

After graduation, he worked for the St. Louis Cardinals, pitching batting practice, and went to the minor leagues when an arm injury ended his career.

After playing for several minor league teams during the late 1930s and early 1940s, Wagner served as a referee at several high schools in Ohio.

He retired to Columbia, Missouri where he lived for many years.

He was a member of the MSHOF class of 1991 and was also inducted into the University of Missouri Hall of Fame the same year.
